the answer is, of course, it depends on what you mean by anarchy. since there are wildly and widely varying definitions, of course there is a lot of disagreement.
CrimethInc is notorious for claiming anarchy and anarchists everywhere. sindicalists and red anarchists tend to be much more constrained in their criteria and would probably argue that anarchy hasn't ever existed in the u.s. but i'm sure that even in those randomly polarized camps there is a lot of variation.
edit: some of the different perspectives are that a) anarchy is a state of mind, when we are acting for ourselves, from a sense of stirnerian ownership of our lives (for example), b) that anarchy is a relationship with other people, and that we exhibit it in our good relationships with our friends and sometimes family, c) that anarchy is a way of organizing society into and from horizontally-run groups of people with affinity and/or jobs in common.
