i know feudal japan was somewhat functional without a government but i dont know of any other examples

The people of Zomia [1], as depicted by James C. Scott's "The Art of Not Being Governed", you may find very interesting.
Another indigenous example is from "The Headman was a Woman: the Gender Egalitarian Batek of Malaysia" [2] by Kirk M. Endicott and Karen L. Endicott.
There are also many good examples in "Anarchy Works" [3] by Peter Gelderloos.
