A short an incomplete answer.

It started out rather anarchic in nature, what we see in all the PIPA, SOPA agreements is authoritarians trying to catch up.

It has sprouted many ideas that may or may not have a factual theoretical background, such as open-source, crowdsourcing, open-access, etc. etc.
