anarchy is not just the absence of officially/internationally recognized government. it's also the absence of tribal or other kinds of feudalism, warlords, capitalism, etc.
i don't know much about somalia except for what one can glean from mainstream news sources, but i believe there are many hierarchical institutions still operating there.
