if they are doing a job *edit: for a boss*, and getting paid for it, i would say yes.

but that says nothing about their class/social status, income level, etc. a childhood friend of mine has been managing an auto parts store for 4 years, making $9.50 an hour (not a single raise). i know short order cooks that make more.

so what does a role ("manager") really mean?

yes. managers are also workers, since if they didn't have a job to do (managing), they would probably be fishing or playing Mario Cart or something.
