It is a group of proles strolling around imposing their will on the city. Beyond that, it is pretty free-form. Some common, but not required, characteristics include drunkenness, throwing garbage in the street, fucking with signs of all sorts, getting in fights with people, etc.

The original manifesto of the prole stroll can be found here: http://www.anarchistnews.org/?q=node/10960

edit: The manifesto points to something that I omitted but is actually central to what it (the prole stroll) is--the realization "that our collective forms-of-life cannot create a real challenge to what capitalism offers(beef jerky), but that we can at least throw garbage in the street some more which is a whole lot of fun."

It would help to point out that the "original manifesto" referred to by anok was published after the admittedly ironic practice of the prole stroll was already in existence. Thus the manifesto is more a commentary, ironizing the irony, than a manifesto. Some people take the prole stroll more seriously than others, for some it is simply a past time, while others incorporate it as a practice of reclaiming urban space.
